BLUF: Economic challenges, intensified by global disruptions such as the Covid-19 pandemic, climate change crisis, and conflicts have driven 165 million individuals into poverty. As a result of this, many nations, strangled by debt, are struggling to provide essential social services, according to a recent United Nations report.

OSINT: The United Nations Development Program (UNDP) recently published a policy brief titled, “The Human Cost of Inaction: Poverty, Social Protection and Debt Servicing, 2020-2023”. The report highlights that over the last 10 years, there has been a consistent increase in the proportion of public revenue being used for debt services in developing economies. Consequently, this has made it more challenging for countries to deal with the effects of various socio-economic shocks. The policy brief has suggested a temporary halt in debt payments to help such economies.

Twenty-five of the developing nations in 2022, spent over 20% of their government revenue on debt servicing. Further amplifying the situation, these countries are spending more than double on debt interest payments compared to their expenditure on social assistance. The UNDP document recommends that approximately $14 billion, nearly 0.009% of global gross domestic product in 2022, could be used to alleviate the poverty crisis, which encompasses an estimated 165 million people living on less than $3.65 a day.

UNDP Administrator, Achim Steiner, stated that countries able to allocate more of their budget to social safety nets over the past three years did manage to prevent a significant dip into poverty for a portion of their population. However, he noted a concerning correlation between high debt levels, insufficient social spending, and a growing rate of poverty in highly-indebted countries.

Furthermore, they may suggest an international push for the provision of basic human needs such as healthcare, education, and social protection to prevent the rise of poverty levels in the massively indebted countries. Besides, the international community should work collectively in managing major destabilizing elements like pandemics, climate crises, and conflicts.
