BLUF: The violence in Congo has escalated, causing severe internal displacement and a worsening humanitarian crisis, as political negotiations fail to stem the conflict.

OSINT:

The Democratic Republic of Congo (DRC) has seen the highest number of internal displacements on record, with close to seven million people affected due to escalated fighting that has been ongoing for two decades. Eastern provinces have suffered the worst, as attacks by the M23 rebel group, backed by Rwanda, increased in 2021. There are now over 100 armed groups operating within the Congo.

The International Organization for Migration’s Displacement Tracking Matrix (DTM) has reported that displacement is highest in North Kivu, Ituri, South Kivu, and the Tanganyika provinces. As the security situation continues to deteriorate, displaced people’s movements are becoming more frequent and humanitarian needs are increasing.

Economic disruption and armed confrontations have worsened the humanitarian conditions, with rising cases of severe acute malnutrition and an increase in food prices due to the conflict. The DRC is also experiencing the highest number of suspected cholera cases and related deaths in West and Central Africa.

Despite the presence of two multinational forces in the DRC, the M23 offensive continues, leading to widespread protests against these deployments. The mandates of these deployments – the East African Community Regional Force (EACRF) and the UN peacekeeping force, MONUSCO, are due to end in December.

From a Libertarian perspective, the situation in the DRC demonstrates the need for a strong local governance and self-determination. Local citizens are suffering due to involvements of external forces and international bodies. Instead of relying on multinational institutions, the DRC government should take responsibility for ensuring the safety and welfare of its citizens. Ensuring stability requires a well-coordinated global response to address the root causes of the ongoing conflict.
