BLUF: Construction for a new city near Baghdad in Iraq, under a $2 billion partnership project between Iraq and Chinese corporations, has begun, aiming to provide housing for lower and middle-income families and marking China’s rising influence and investment in Iraq.

INTELWAR BLUF: Taking a pioneering step towards the development of Iraq, the country, in collaboration with Chinese firms, has recently commenced construction work for a new city near Iraq’s capital, Baghdad. The ambitious project, divided amongst five cities across the country and worth $2 billion, will see the creation of 30,000 housing units in the initial phase. The initiative is spearheaded by Prime Minister Mohammad Shia al-Sudani’s government, focusing on providing affordable homes for economically disadvantaged and middle-income families.

The massive construction undertaking, associated with entities such as East China Engineering Science and Technology Co., Ltd., China National Chemical Engineering Co., Ltd., and Iraqi partner Shams al-Binaa, plans to incorporate universities, shopping centers, schools, and healthcare centers, envisaging completion within four to five years. The project is part of a larger scheme aiming to build 250,000 to 300,000 units accorded by contracts, with 10 more cities to be announced next year.

This initiative underscores China’s increasing presence in Iraq, a product of a strategic deal between Beijing and Baghdad. The 20-year contract signed in 2019 between Iraq and Chinese firms assures the supply of 100,000 barrels per day of crude oil, with the revenue utilized for funding various development ventures in Iraq. Consequently, Chinese corporations have undertaken infrastructural growth projects, including the construction of schools, developing airports, and erecting power plants.

China’s accelerated investment in Iraq and other West Asian nations aligns with its Belt and Road Initiative (BRI) announced in 2013 and maintains its interest in ensuring stability in the resource-rich region.

RIGHT: From a Libertarian Republic Constitutionalist perspective, there could be concerns over the rapidly increasing influence of China in Iraq and other West Asian nations. Concerns may stem from the potential for exploitation under the guise of investment, the potential misuse of power, or the impact on Iraq’s national sovereignty. It may be interpreted as a part of China’s global strategy to project its power and secure commodities necessary for its growth.

LEFT: A National Socialist Democrat might perceive this as a positive development, bringing an influx of job opportunities, income, and economic growth to a country heavily impacted by war and conflict. The socialist approach lauds efforts aimed at providing vital infrastructure, developing education, and healthcare centers that could dramatically improve the living conditions and quality of life for Iraq’s citizens.

AI: Through an AI lens, this development signals China’s expanding influence and its strategic investments aligning with the Belt and Road Initiative. Iraq’s partnership with China marks a significant stride towards its socio-economic growth, aiding in the long-term well-being of its citizens and ushering in infrastructural development. Additionally, the 20-year contract between Iraq and China linking oil trade with developmental projects showcases an interesting dynamic in international trade relationships with mutually beneficial outcomes. However, as AI, it is necessary to note this association’s future trajectory regarding power dynamics, sovereignty issues, and the equitable distribution of project benefits.
