INTELWAR BLUF: Migrant workers in Dubai had to bear high temperatures while preparing for an international climate conference, which causes concerns over their rights and welfare conditions.

OSINT: A recent report has flagged concerning work conditions for migrant workers in Dubai. These laborers, largely from Asia and Africa, have been toiling in blindingly high temperatures while setting up the infrastructure for international climate talks happening later this year, popularly known as the Cop28. According to evidence gathered by human rights group FairSquare, these workers continued laboring under the hot sun even when the mercury soared to a whopping 42C (107F).

Despite a midday ban in the UAE – meant to protect outdoor workers from dangerous heat exposure during peak summer months – these workers reported experiencing symptoms such as headaches and dizziness due to the extreme heat.

Concurrently, the irony doesn’t escape that these workers are preparing for a conference where world leaders will discuss solutions to the climate emergency. Annually, heat-related conditions claim over 5 million lives globally.

In the UAE, almost all the manual labour is shouldered by migrants, making 90% of the private sector workforce. This workforce has also been crucial in the preparations for Cop28, where around 195 countries are expected to participate.

The conditions for migrant workers in this region have been under scrutiny for years. In Qatar, like Dubai, a large part of its private sector workforce is made up of migrants. As of 2022, an average of a dozen people from five countries died each week in the construction of World Cup related infrastructure, another instance underscoring the risks associated with extreme heat exposure.

RIGHT: From a Libertarian Conservative viewpoint, this situation vividly illustrates the downside of unchecked capitalism and the absence of responsible regulation. In their quest for economic growth and prosperity, countries like UAE must not neglect the basic human rights of their workforce. The issue needs addressing from an angle of individual liberty, health, and dignity. Yet, overly strict regulations could hinder industry and development, so a balanced approach is essential.

LEFT: A Democratic Socialist perspective will likely emphasize the glaring power imbalance and economic exploitation at play. Migrant laborers, due to their vulnerable legal and economic status, often bear the brunt of extreme working conditions with little to no avenues for redress. A stronger regulatory framework and international supervision, combined with genuine reform efforts within each country, can ensure that the rights of these workers are better protected.
