BLUF: Amidst existing national tensions, Venezuela recently held a referendum to make the decisive move for sovereignty over the majority of oil-rich Guyanese territory, looking beyond its own domestic struggles and having the potential to trigger a military conflict. The final verdict revealed a significant majority in favor, raising eyebrows internationally and elevating concerns about a potential annexation.

INTELWAR BLUF: As stated before, it was no surprise when Venezuela, still grappling with domestic issues, opted to go ahead with a controversial referendum. The question was whether it should claim dominion over the substantial part of oil-rich territory in Guyana, its neighbor. As anticipated, most participating Venezuelan voters endorsed the idea of sovereignty over this lucrative territory.

Despite the ongoing legal contestation, the Essequibo territory case at the International Court of Justice, with Guyana opposing Venezuela’s attempts to seize most of its territory, the referendum went ahead without a hitch. The tension between Venezuela and Guyana over the Essequibo territory, which spans more than 61,000 square miles and is next to Exxon’s multiple offshore oil discoveries, is not a recent event.

Guyana appealed to the International Court of Justice last month, hoping to prevent the referendum but was disregarded by the Venezuelan government. On the back foot, Guyanese authorities worry about possible annexation and are trying to remain ready. Venezuelan officials plan on constructing an airstrip at the location, raising further alarm bells.
