This practice involved the allowance of millions of dollars in monthly payments from Qatar to the Gaza Strip, which indirectly facilitated the functioning of a Hamas-ruled government. Despite criticism from dissidents, this financing tactic was permitted, maintaining the belief that a well-funded Hamas government would promote peace and focus more on administration than conflict.
