This was mainly due to a combination of penalties for unlawful border crossing, movement of migrants to interior cities by Mexico, and a shift in migrant attitudes towards seeking legal ways to enter the U.S. Moreover, Mexico appears to be acting as a custodian for U.S. migration protocols, incorporating its measures to control border influx, causing changes in the migration landscape.

Critics, however, express concern that this calm might be short-lived. Unless conditions in home nations improve, a resurgence in migration is inevitable. In cities like Juárez, soldiers on patrol create an intimidating environment for migrants, discouraging them from attempting to trespass the border, but this might not be a sustainable solution.

Mexico’s policy of refusing to issue documentation that allows migrants and refugees to stay is coming under criticism. Migrants discouraged by this are left stranded in the country, waiting for a break to cross the border. Meanwhile, others argue that Mexico’s stance aids the Biden administration’s efforts to better manage border control as U.S. national elections approach.

The results of the tough policies on migration, for now, seem to be two-fold: On one hand, they have maintained control on border cities preventing an onslaught. On the other hand, the conditions that compel migrants to leave their homes – violence and economic hardship – remain unchanged, suggesting that it’s too early to judge the new policies’ long-term effectiveness.
